The Indian National Identity System
In this white paper we present the key challenges faced in designing, implementing and deploying a national identity card system, such as Technology, Scalability, User Experience, Infrastructure, Interface, Interoperability, Federated Identity Databases, Identity Representation Based Business Rules, Procurement, Deployment, Cultural and Political. In addition to these there could be unique challenges to the Indian National ID Card System, due to the massive population and the large mixture of urban and village environments. We also propose the basic tenets of a identity card system based on the relative identity or REL-ID concept, a unique mutual authentication scheme which simultaneously fulfills the need of an identity representation as well as an identity infrastructure, either replacing or augmenting the well known Public Key Infrastructure based on digital certificates and digital signatures. It is hoped that this discussion will become a starting point for more a detailed and comprehensive analysis on the features and needs of a unique national identity card system such as in India.
